At close range, the Enforcer will beat the Revolver in killing 125-HP classes for sure, but the Revolver beats the Enforcer for almost every other class (except Soldier, strangely).

That's standard behavior. IRC servers op the first person in a room by default as the controller of the channel, and then they can op and deop other people and so on and so forth. Beyond the first person, IRC doesn't op any other people. However, that didn't help more permanent channels who didn't want their control wrested away by some random lurker joining as soon as the channel was empty, and thus ChanServ was created as an extension, granting itself op on registered channels and opping/deopping people as necessary. Unfortunately, it's NOT deopping everyone not on the op list, which may lead to unintended consequences...

I'm probably late in this, but +rep in running an IRC server. One of the more risky things to do on the Internet, in some cases.Also, you may want to fix ChanServ. I got opped when I joined the empty channel, and RoboCop (I assume that's the ChanServ bot) didn't deop me.

DPS is exactly the same now. Enforcer just has better burst damage than stock, in exchange for worse DPS when firing from disguise and no random crits.In the end, it all comes down to chance and how the bullets land. This is certainly an acceptable nerf, and I think that it has the potential to be balanced.

I presume from my IRC experience that you have to identify with NickServ before you can join the channel. Try issuing "/nickserv" and registering, if possible.
