The team is functionally only 4 people working under a company which doesn't like communication and doesn't like hiring new people, and is facing a community that has really high expectations for this update after what happened with MyM. We don't know what caused them to merge the Jungle Update and Pyro Update, but I don't blame them for wanting to make this one big, if that was the cause. MyM was arguably a null update aside from balance changes and the team has a lot to make up for that, and I think they really do want this update to be good, judging by the fact that they're apparently prioritizing it being a good update over it being an on-time update.

the lack of dedicated coders isnt an excuse, they chose to change the entire direction of the game with the resources they had, you dont rework how people play your game without the resources needed to back that change up.

They are actually putting stuff that looks like mods on the Switch version (Link's costume, Master Sword/Shield). There is also the paid mods third-party content you can get with BethCreds.
