I can't say for sure, but I am inclined to believe that Valve has a lot of control over streams. I'll read the ToS when I get home. Even if they allow people and events to stream freely, there's a lot of negative business implications that the tournament store creates. At the moment, it's not too problematic (other than the obvious issue of letting events get DDOSed for money), but if the tournaments and events and such continue to grow, there is no doubt that they will start to pull in the reins. Edit: I've scoured the internet, Steam, and the Dota 2 game files, and I can't find anything about an official TOS/EULA. It might be in the SSA, but I highly doubt that would have anything specific to Dota 2, as it pertains to Steam as a platform and service. I submitted a Steam Support ticket about it, and I now await a response. I'm guessing I will get one by the end of the week, considering it shouldn't be that difficult to answer. Edit edit: I found this on the Valve website, and I think it is the most relevant statement on the matter. Unfortunately, it is not at all comprehensive, and was clearly not written by a lawyer (probably a PR person or webmaster with the consultation of a lawyer). Technically, the legal definition of "video" would encompass streams in most cases. It would, however, not encompass SourceTV, but the odds of seeing unofficial SourceTV broadcasts are extremely small due to the technical obstacles. I'm sure Valve has some kind of contract with the event organizers, but there is no publicly legal document on this. Furthermore, they do not have a lawyer contact on their website. All of Valve's actions (and absences thereof) on this topic make for a poorly handled legal mess, and if Valve wants to see the esports scene grow, they're either going to have to make some serious changes to their system or suffer a legal disaster. Edit edit edit: I forgot to mention the most important of my findings. Currently, there is a rule against commercial use. Although this is fairly standard, the wording of it is very ambiguous, largely because it is followed by a notice saying it's okay to play ads and stuff. Furthermore, it does not list any specifics about monetization, only that you cannot charge for it. I suspect that this means large tournaments (such as IEM or IPL, if they choose to adopt Dota 2) will not be allowed to run ads, even if the streams themselves are free. Larger companies that regularly show paid tournaments (GOM, OGN, MLG, etc) will probably be discouraged from having any tournaments because of the free requirement, and they generally only have online or television showings, rather than using other spectating platforms such as SourceTV or the distribution of replays.
