For good reason. Kyogre is so simple to use. Automatic rain, Surf/Hydro Pump, Thunder with full accuracy, Ice Beam, and Calm Mind if you're feeling evil. It literally needs nothing else.

Badwater defense, the enemy's nearing the second-to-last point. I die... and see this while waiting. Two Heavies standing atop a level one teleport. I then run out of spawn a few seconds later to find the teleport deactivated on this end. The heavy not wearing the awesome cosmetics runs off to the battlefield. The heavy with the hats? Just stood there. For half a minute. Then the teleport reactivated. Laugh because it's funny, cry because it's true.
