IVs are a hidden part of each of the six stats that every pokemon has unique to itself (Naturally, ways to regulate them exist). Basically, they go from 0 to 31, and that number is how much the stat is improved at level 100. So a Jolteon (base 130 speed) with maximum EV investment in speed (252 EVs = 63 points) and a positive nature (which is +10%) could have anywhere from 363 to 394 speed depending on its IV. Yeah it's absurdly complicated. An oddly appropriate metaphor is: EVs are weight training. IVs are innate potential for muscle growth.
