It's some Federally mandated thing. Everyone knows to walk outside, but what if the fire exits are really garbage and it takes a *long* time for everyone to get out? I think that's the metric Fire Departments are looking for, rather than teaching people to exit the building when someone burns popcorn. You don't need to set off the alarms if you just want to test how good people are at bumbling out of a door, something which they accomplish by themselves several times per day. Curiously, I have no idea what to do if we get a tornado warning. It hasn't come up at all this year. It's also meant to get people used to the sound in a general sense. It times how long it takes people to drag themselves out under ideal conditions, and then they can account for that, plus some extra time when planning new buildings (how far away fire exits should be from each other), and it reduces panic when the fire alarms go off. It makes "get up, leave your shit, and file out" more reflex, leaving less room for "Oh god what".

And all was as it should be again.

The problem here being that it's not that simple. People have brought up this argument before, but it really only holds up in a perfect world where cutting out (at maximum) 10% of their customers actually meaningfully affects their business. There should not be a law that specifically condones being a bigoted twat. We have survived for quite a long time without such a law and I see no reason for it to exist now.
