It's some Federally mandated thing. Everyone knows to walk outside, but what if the fire exits are really garbage and it takes a *long* time for everyone to get out? I think that's the metric Fire Departments are looking for, rather than teaching people to exit the building when someone burns popcorn. You don't need to set off the alarms if you just want to test how good people are at bumbling out of a door, something which they accomplish by themselves several times per day. Curiously, I have no idea what to do if we get a tornado warning. It hasn't come up at all this year.

Fire drills remove any sense of urgency from the alarm (beyond the urgency of it being physically painful and disabling me entirely, which is a BIT OF A PROBLEM) We know what to do when it goes off: walk outside. That's it. It's not rocket science.
