You also need to marry off everyone before chapter 11. Chrom will automatically go with Sumia if you don't pick him anyone though.

He may seem weak at first, but Donnel is the second most powerful character besides your avatar. You just have to grind him until he hits the stat cap, then advance him to a new class. EDIT Oh yeah, the arena is a great place to grind levels, since it's so small.
