I actually managed to grab 3 games when they fucked up the price, Dishonored Complete ($3, Late november sale 2013), Don't Starve ($1 + $0.30 for the soundtrack, Christmas Sale 2013) and Tropico 4 complete ($0.30!!!, Summer sale 2014) Didnt saw any game with a fucked up price this sale, usually it happens when they add a discount without removing the smaller one first, so games end with a 97% off discount. Sometimes they even go 150% off, but Steam blocks the purchase of these with negative prices.

Buying TF2 stuff takes a week to be tradable and games now take a month to be tradable so I cant get keys and trade for US/EU games, GreenManGaming and Humble Bundle are not having sales on the games my target wants. The only thing I can do is give some extra games I had lying around.
