Eh, its been back for months now. You can also make Engineer go civilian if you use build X 0 while holding the X building and make Sniper/Demo/Soldier go civilian by activating 'remember weapons between lives', holding a secondary, changing to a shield/boots and killing yourself. When you respawn you will be a civilian.
