​No, they literally put the skins in your game inventory, they are not mods. Everyone can see them, the stats/mods work. Its like if you did own the skin. You can also edit their stats.

Coders found a way to add skins to your ingame inventory and they work as they were legit. Literally the only thing they wont do is add a copy to your Steam inventory.

MadHouse fucking botched the best part of the Saitama x Sonic fight. Everything looks great, then when Sonic shows his speed, they dropped the ball and it made just a bunch of static smear frames. They literally put more detail in Sonic's ass and balls than the actual scene.
