Int isn't that important in NV compared to F3. You get plenty of skillpoints to max the important stuff with even a 4. End is something everyone should have since it lets you use implants, which in turn give you a free special point. (Or DT, or Health regen that only really kicks in when quicktraveling)

I've never had any trouble with MSE. It's free, there's no freemium bulldunk, and it never pops up. Of course if you don't run windows it's probably a bad option.

That's like, literally, the first thing 90% of the community did when that hat came out. I thought it was using the Rainbow material with some pattern like the Hearts or Kisses one.
