I've hosted a server for us for a bit when things died away from TF2 for a bit, but I was wondering if anyone would like an official one? For a second I was gonna comment on the language, then read the post. Anyway, have you tried clearing you cache and cookies? Possibly deleting the Steam registry/ Re-installing it might fix it as well.

IF they can pull it off flawlessly, this would be an incredible idea. Also keep in mind that they wanted to more reward people who arent being jerks rather than punish those who are.
