Downloadable games now finally have some kind of quality control that benefits the consumer, and companies can no longer bank on the preorders before reviews hit that the game is actually garbage. Valve took back the paid mod thing because of online outcry as well (which is good, of course), and while this time the outcry comes from a much smaller group, it is also much more vocal. People are also already exploiting the system, paying for a game and playing it offline while the refund is being processed. Honestly it's ridiculous that being able to get a refund is such a big deal to begin with, this really should be common sense. Which it is in Europe btw: You can send steam support a ticket quoting the European trade laws and as long as it is between two weeks of purchase they are required to give you a refund, even though their own UA says otherwise.

Lots of indie devs are really up in arms about this refund system, I really hope Valve doesn't give them an inch in this
