Maybe Valve is doing a Dark Tower kind of thing, for those of you who read Stephen King.

The idea is that many if not all of King's books are linked through alternate realities and different dimensions. For instance, there's a villain named Randal Flagg in The Stand who appears in several other books in various forms and incarnations even though these other books are otherwise canonically unrelated to The Stand. So he's basically an entity that occupies multiple universes at once.

Doesn't seem unreasonable to think Valve is kind of doing something similar, here.

I don't give a fuck about how it works tho. My problem with it, is that it's a hard counter for spies. There's no way for them to get close, as the fire ring surrounds you fully and has quite some range.

I wouldn't have as much of a problem with it countering spies if it were a one time deal like the Spy-cicle or the Razorback (as in, lights one target up and drains 100% of your ammo). It would still be bad, but not as bad. Giving the Heavy a hard counter that can deployed continuously though? It's ridiculous. It just gives bad Heavies an advantage they shouldn't have.

Ammo drain only applies while revved but not firing.

Does the Heavy really need to be more easy mode?

I just found my old Game Boy and Game Boy Color, plus working copies of Pokemon Blue and Silver. Sadly, the Game Boy doesn't work, looks like battery acid killed it. However, the Color works, and Blue even had a save file. This is the most nostalgic moment of my life.

I tried to boot up my old Gold version a while ago and, to my dismay, I discovered that the internal battery that allows the game to save was dead.I literally played that game to death. Good times...
