Chaps were made basically to prevent wear on your normal pants while riding a horse. They're crotchless (and assless) because the thick leather would make it very hot and uncomfortable in those areas for extended journeys on horseback. NOW YOU KNOW AND KNOWING IS HALF THE BATTLE G.I. JOOOOEEEEEEEE
