ISP is an acronym for Internet Service Provider. They're probably the same company that provided you the modem, which allows you to access the Internet via your cable connection. If your phone is suddenly giving you a strange location, that means it's trying to figure out where it is by using your internet connection. That might give crazy locations, since it'll be looking up your IP address (a unique identifier that lets other servers talk to your home network). Although they are arranged such that people in certain regions get similar IP addresses (mine started with either 98 or 76 at home, for example), they aren't a perfect way to figure out your location. If you have a cell signal, though (meaning that you can make calls without using something like wifi calling), your phone should be figuring out its location via the cell network. That should be unrelated to your home internet connection.
