These aren't normal roaming legendaries. They literally run before you get the option to do anything. For example, they'd be gone before you get the chance to Mega Evolve Gengar.

Well, I'm a loser with little to do on Saturday, so I was able to get to and beat the E4. It helps that the game gets pathetically easy when you get the ability to megaevolve.
