This guy went into the building and threatened people with a gun, demanding a live broadcast. He was recorded, but never got on television. He's talking about some kind of secret government and that he has to take over the news station to broadcast this information live otherwise they would stop him. He talks to the people there saying he wants them all to be able to leave safely and that he isn't a bad guy. He never gets to his message, saying he is waiting from confirmation outside that this is live before he says anything. The moment the police comes in he immediately drops his gun and doesn't resist. The news channel is still on "please stand by" seeing as he was talking about other people being inside of the building. EDIT: the message he gave apparently pt. 1 When you read this, don't panic.
