I think it should be like Quake III Team Arena, where there's stations where each powerup spawns and there can be an unlimited amount of them. In other words, if you want to have a blast on mannpowered, grapple onto an enemy (who is your steam friend), make them go spectator, and then have them freecam you anywhere. Let them fly in, get the intel, and fly back. Use regeneration for best effect. Powerups should not last forever. The better powerup, the shorter it should last.
