Didn't The Frozen Throne basically do that, albeit as a rts with rpg elements? Also similar is the kung fu chapter in Live A Live, where you play a master who starts out great but never gains any experience. Most of the chapter is spent in battles with your students, who gain levels as you beat them. So initially you can one shot them, but over time they become almost impossible to beat.
