Currently, Rayquaza has 62% of the votes over Mewtwo, while Mew has a whopping 74% over Celebi. It looks like it's gonna be Rayquaza vs Mew. You can vote here. Critical capture has failed for me multiple times when a Pokémon had 1 HP left and was asleep.
