Delving deeper it looks like Guest Posting is allowed on the Rep and Paper forum, and only that forum.

Why is it even set up that way to begin with?  Just some oversight caused from not realizing that the Rep and Paper forum can be accessed without logging in?

same thing happened before too, I think april fools must've reverted the fix or somethin
