Since it's coming in just a little over a month, I figured it's a good time to make a thread for this. First off, something that really shakes up the old formula: skills are gone. It's all SPECIAL and perks now, and now perks are strictly locked behind having a sufficient SPECIAL value. Here's a chart of all the level-up perks, which should clear up some confusion on how it works. Most of what would be skills now have their own governing perks with multiple stages, like hacking, sneak, and gun proficiencies. There are also perks you can find in the environment like before, and now you can gain permanent perks from magazines like Grognak the Barbarian, which used to temporarily boost their respective skill. Boosting SPECIAL stats is no longer handled through Intense Training, but now you can boost stats any time you wish by putting a perk point into the respective stat to unlock the next perk tier for that stat. There is no longer a level cap and IIRC you'd need to be level 137 275 or something to have all the perks and SPECIAL stats maxed out. You also only start with 28 SPECIAL points instead of 35+5, so boosting those stats is now greatly encouraged and almost enforced. However, gun proficiency is handled WAY differently now. The stat that boosts the weapon you use now depends no longer on if it's a gun or energy weapon, but which class of weapon it is. Agility boosts pistols and automatic rifles, Perception boosts single-shot rifles and explosives (which are handled differently now? not sure), and Strength governs unarmed, melee, heavy weapons, AND shotguns. Higher levels of weapon proficiency perks (which you get by putting in more perk points) can unlock side perks within it. For example, putting multiple perk points into pistol handling (Gunslinger) will grant you a passive chance to disarm enemies on hit, or instantly cripple limbs. As for the difference between guns and energy weapons, there are now perks that govern how well you can modify each type of weapon in the Intelligence perks. There's also melee and armor modding perks in Strength. It seems to me most dialogue options that would have been skill checks are now just SPECIAL checks (for example, speech checks are now just Charisma checks); and perk checks like Gun Nut (modding guns), Science! (changed to modding energy weapons), and Lady Killer/Widowmaker still exist. All the perks we know exist for sure are on the Wiki. I have my own theories about the perks not covered on that page, if any of you would like to know. I refer to them by stat and rank, so for instance hacking would be INT4. TL;DR INT isn't overpowered any more, and PER is no longer a dump stat simply because of the awesome perks under its governance.
