You got access to the content that was F2P in 2007 on the Old School servers if you had subscribed at least one time before. You could also set up a subscription to gain access to the members only content on the Old School servers. Now you dont have to do that initial payment to get the F2P content from 2007 but if you want the members content you will have to subscribe or pay large amounts of gold for Bonds which you can exchange for 31 days of play time (much like EVE's PLEX system).

Well I didn't give them any money 9 years ago and I don't see a reason to start.
