yes, killstreak kits can be applied to any quality of that item, for all qualities including festive, botkiller and australium, even killstreaks will only go up if you get a kill (or assist on the mediguns' part) with that particular weapon, but if you have more than one killstreak weapon, your total killstreak will go up; 8 kills with a rocket launcher and 3 with a shotgun would give you an 11 killstreak as indicated in the bottom left corner and in regards to the scoreboard
