I know they don't want to mark 12-page essays for sort questions, but at least have a reasonable word limit so you can expand on what you want to say, while still being fair to those who write shorter answers.
generally my uni never gives word minimums because they assume you'll know when your paper is inusfficient. If you want to send in a 400 word paper all power to you but that better be the best 400 words ever
In high school that's understandable, because I know at least four people in my English class that would write novels for the narrative task we were given, and no teacher wants to read four possibly crappy novels and then to have to mark every damn word.
