Oh, and Cube, IMO a flat passive 30-50% to block all non-magical attacks is a bit much, same with 100% melee invulnerability and near-ranged invulnerability on demand.
I might suggest making Partial Chronological Destabilization have Temporal Parry's effects (plus the 20% chance to deflect magic) and then give him either another offensive ability of some kind, or a different kind of defense/utility ability (some other time based power, like reversing/fast forwarding the personal time of some objects, perhaps, allowing him to repair broken structures, weapons, armor etc. or turn them to dust? Being able to "Freeze Air Molecules" allowing him to basically step on air to reach higher places and occasionally block foes in their tracks with invisible walls? A healing ability that accelerates his or a target's personal time to close up wounds?).
