It happens. If it's only the steam client itself being slow, restarting it usually works for me.

updating to steam beta fixed for me but another fix is to clear web cache in "Web Browser" settings. Fixes it for one launch only.

It happened earlier today when I first started Steam, but terminating the process and restarting fixed it.
