    One possible solution could be to make early access a subscription instead of a one time payment. Instead of paying $20 for the Starforge alpha, you sign up to pay 2 or 3 bucks a month. If you're six months in and you're unsatisfied with the amount of progress the devs have made you can always cancel your subscription and you'll still have paid less than if you had paid "full price". This might help curb some buyer's remorse and would also encourage the devs to regularly release updates or progress reports in order to continue receiving a steady flow of funding.

    The problem is- how do you give the refunds? Hold the devs liable for the money if the game isn't released. This will make startups wary, since failure to complete a game means debt or bankruptcy. Valve pays the refunds. This hurts them without doing anything to stop the fly-by-night devs. The devs don't get the money until the game is released, so it can be refunded if needed. This completely demolishes the advantages of early access funding. I don't see a clear solution there.

    Thing is, it needs to be made CRYSTAL CLEAR that products are no longer receiving updates and have been abandoned or unupdated for over a year, with an option to get your money back if the game becomes unplayable or something like that. Currently, there's no such thing, and it allows people to just throw half-finished ideas up, make some money out of it and then disappear without a trace.
